Inauguration of the Higher School of Public Works Management: A Major Step Forward for the Sector

The official inauguration of the Higher School of Public Works Management took place on Saturday, December 7, marking a major turning point for the infrastructure and public works sector in Algeria. During the ceremony, attended by numerous guests, Mr. Lakhdar Rakhroukh, Minister of Public Works, emphasized the strategic importance of this new institution, which will become a reference training center for developing human and technical capacities in a rapidly expanding sector.


The Minister expressed his satisfaction at attending the ceremony, highlighting that the school represents “a key hub for training competent and qualified executives in the field of public works and basic infrastructure.” He also praised the efforts made to bring this project to fruition, in line with the commitments of the President of the Republic to strengthen the national system of training and research across various sectors, including public works.


He recalled that the public works sector has always played a central role in the country’s economic development through the implementation of large-scale projects such as highways, bridges, tunnels, railways, ports, and airports. However, to meet present and future challenges, the country must further strengthen its human and technical capacities. “This school will be a key driver to ensure high-quality training and enable our executives to develop advanced managerial and technical skills,” he added.


According to the Minister, the Higher School of Public Works Management aims to provide high-level training for sector executives, develop capabilities in managing complex projects, and promote modern sustainable management techniques. It will also reinforce continuing education to help professionals address the modernization challenges of the sector.


The Minister stressed the crucial role of the school in supporting the implementation of national infrastructure projects, including major road, railway, and maritime developments. He notably highlighted the importance of infrastructure management and maintenance, particularly national roads. “Road maintenance, especially in desert areas, represents a strategic challenge. New approaches must be developed to ensure their sustainability, taking into account factors such as overload on certain infrastructures, such as the East-West Highway currently under maintenance,” he explained.


He also underlined the importance of strengthening human capacities to support the national railway program, which aims to reach 15,000 km of railway lines by 2030. The school will support newly created public groups, including the railway group GCF and the maritime group GTM, in developing national capacities to execute these large-scale projects.


Finally, the Minister praised the commitment of national executives in implementing infrastructure projects, affirming that Algeria is on the right path to transforming its infrastructure network and attracting foreign investment. “Our ambitions are great. We aim to strengthen our technical and human capacities to ensure project quality and meet citizens’ expectations,” he concluded.
